On behalf of the BCSS Competitive Fairness Committee we have attached a comprehensive document outlining what the committee is proposing. We encourage everyone to read the one-page executive summary, and then for those so inclined, read through the document that provides context to the process that brought us to this point, as well as more detail on the proposal.
