Tiering is determined by member school population numbers. Member school enrollment numbers will be established every 3-years and will not change during that period. Member school enrollment numbers will be calculated using an average of the previous 3-years grade eleven, grade twelce, and Secondary Ungraded numbers as provided by the Ministry of Education.
